Established in 2001 with funding from Ulsan Metropolitan City, the institute conducts policy research to support municipal administration and strengthen regional competitiveness.
Ulsan, widely recognized as the industrial capital of the Republic of Korea, has played a central role in the nation’s development through its strong manufacturing base. Today, the city continues to drive innovation-led growth by advancing emerging technologies across its core industries.
At the same time, the city is emerging as a leading eco-friendly city, supported by its rich natural environment and tourism resources. Major milestones—including the designation of the Taehwagang National Garden, the successful bid to host the 2028 International Garden Expo, and the UNESCO World Heritage inscription of the Petroglyphs along the Bangucheon Stream—have strengthened civic pride and enhanced Ulsan’s national and global standing.
As a think tank leading the future of Ulsan, the institute will continue to pursue policy research aimed at advancing the city’s key industries and identifying new engines of growth.
